On the surface, the project appears capable of progressing. Funding is approved and delivery plans are in place. But important control gaps remain: ownership is incomplete, assumptions still require decisions and regulatory impact is not yet fully understood.
Progression should create control — not simply postpone uncertainty.
In this scenario, proceeding with conditions can be reasonable where the remaining gaps are understood, explicitly owned and subject to clear, time-bound evidence checkpoints.
The conditions should address the underlying exposure: assign the critical dependencies, convert assumptions into decisions, define the regulatory response and agree what evidence must be available before the next decision point.
A green project is not necessarily a ready project.
